The project has been designed around the preservation and enhancement of an existing wetland into an eco-tourism wetland park. This facility would serve as a natural retention basin for the surrounding development and a natural catchment area during major flood events. It also serves as a stream rehabilitating development that stabilises river bank slopes and encourages biodiversity along the main river channel.

The park is designed to meet four objectives: (1) serve as an extended park for the municipal complex adjacent to the site. (2) preservation and rehabilitation area for the River of Marikina, creating diversity along the banks and stabilizing the stream from erosion and flooding. (3) re-use the old quarry site and develop opportunities for the depleted borrow pits, converting it into landscape water features.
